This is the Naval War Memorial in Chatham, England.

Chatham Naval War Memorial

On one of the plaques is the Inscription for Reginald R Bramwell who served on the converted Aircraft Carrier HMS Dasher.
Reginald died in 1943 when HMS Dasher sank following an explosion when she was in home waters in the Firth of Clyde Scotland.
